Project DOLCETA
Since 2008 VIA IURIS has been cooperating with other national teams on formation of web portal intended for consumers. This project is called DOLCETA, which means Developing On-line Consumer Education Tool for Adults. Works on this project are coordinated by organisation EUCEN whereas this interactive tool was requested by the Directorate General for Health and Consumer Protection of the European Commission.
DOLCETA consists of several modules and VIA IURIS is participating on its creation as a national team responsible for Module 6 which is dedicated to services of general interest. This specific module is supposed to help consumers to be well oriented in the liberalised market of services which are necessary for most people.
In course of the year 2008 the section "Telecommunications" was finished and during the first two months of 2009 section "Transport" was completed. Until the end of this year the Module 6 is planned to be published and accessible online. In the same time following sections have to be completed: "Postal Services", "Water Services" and "Energy".

The project aims:
- to assist in raising the level of awareness and understanding of European consumer rights in the Member States and
- to develop interactive web-based tools for consumer education to be used primarily by ‘multipliers’: teachers, trainers and adult educators in educational institutions, government bodies with consumer responsibilities, consumer associations etc.
- The web-site will also be available to individual adult consumers directly.
Each module is:
- accessible and user friendly
- available in all the official languages of the 27 Member States
- created by experts in the consumer protection, law and regulation at European and national level for each topic, in pedagogy and in on-line learning
- tested with a mixed group of around 10 learners and/or teachers in each Member State, drawn from the target groups relevant to each module
- reviewed and evaluators by international experts
- supported by an on-line users’ guide and teachers guide, web links, contacts and other sources of further information
Dolceta is managed by EUCEN, the European Association for University Lifelong Learning.
